論文提要內容
從蘇格蘭英雄華勒斯起義到一九九七年，相隔近七百年，蘇格蘭人以公民投票的方式從英國人手中重新取回失去近三百年的國會，雖然最重要且最具爭議的主權仍未取回，但已經為蘇格蘭爭取自治權力向前邁開一大步，開啟新的里程碑，未來的憲政走向仍不得而知，也唯有蘇格蘭人心中真正知道自己的方向。
本篇研究主要以歷史研究途徑來瞭解蘇格蘭歷史發展之輪廓，方法上則是採用演繹及歸納法，藉由歷史發展的脈絡來凸顯蘇格蘭民族之自我特性的差異，以及探討相關議題的發展與演變，進而分析研究主題。
本論文共分六章，論述架構如下：
首先，第一章為緒論；第二章乃是關於蘇格蘭本身之人文社會背景，在特殊的時空背景下，蘇格蘭國會在一七０七年投票通過與英格蘭的合併法案，自此蘇格蘭與英格蘭關係展開新的一頁；著重層面以十八世紀與十九世紀蘇格蘭發展為主，當中經歷了「反抗年代」、工業革命、啟蒙思想，以及自由思想的啟迪；其次，第三章為探討蘇格蘭族群政治之產生，藉由本身族群之自我特性，如宗教、法律、以及教育為主來突顯地方特質的差異性。特別是柴契爾夫人主政時期，差異性的問題漸趨浮現，經濟的不對稱導致蘇格蘭人有著相對剝奪感，更加導致族群意識的抬頭；第四章以布萊爾政府蘇格蘭政策探討為主軸，工黨於1997年重新取得暌違已久的執政權，實行「權力下放」政策，對蘇格蘭人民及地方主義產生了重大的影響，後續的發展，令人關注；第五章，關注的焦點在於蘇格蘭新政府、國會現階段的運作，以及與歐洲聯盟互動的可能性，最終並審視權力下放之後蘇格蘭民族發展的變化。最後，第六章提出研究心得為本論文作一總結。

Abstract：
Far From William Wallace’s uprising in 1298, The Scottish people recaptured their Self-Parliament from 1707 in September 1997 by referendum. Although the issue of sovereignty is reserved to the Westminster Parliament, the governance of Scotland is entering a new era with the advent of the Scottish Parliament. We can not predict the constitutional arrangement in the future; the final decision will announce from the mind of Scottish people.
By the major approach of historical analysis, it helps to explore what were the issues and the outline of Scottish history and civil society. The auxiliary approach of deduction and induction methods makes this thesis describes and research how the Blair government dealing with relative affairs and helps to scrutinize the constitutional arrangement of Scotland in the future.
This thesis is divided into six chapters and the structure is as follows: Chapter 1 is introduction; Chapter 2 generally describes the background of Scottish history and civil society in the eighteenth and the nineteenth century. Ever since the 1707Act of Union dissolved an independent Scottish Parliament and incorporated the governance of Scotland within the new Parliament of Great Britain. Experienced the Jacobites, Industrial Revolution, Scottish Enlightenment, and Liberalism, Scotland had always enjoyed an element of independence from Westminster; Chapter 3 is to trace the emergence of Scottish politics in the age of twentieth century. The legal, educational and religious institutions of civil society remained largely intact. Coupled with these, Scotland retained a strong measure of cultural and social identity. Through the Thatcherism period, the sense of disaffection rising to the acme from Scottish people, especially on the rash of economic and political aspects; Chapter 4 is analysis the ethnical policy of Blair government toward to Scotland. Concerning the changing of civil society under devolution policy in Scotland. Chapter 5 is the observation of operation in Scottish Executive, Parliament and Scrutinizing the developing of Scottish national identity; Chapter 6 is a conclusion.
