工會是工業民主國家主要利益團體，對於與勞工相關的政策議題相當關注，也使出渾身解數影響勞工政策。核四興建案是我國的核能政策的一環並非勞工政策，但是台電工會卻在整個核四興建案過程中扮演了相當角色。究竟核四興建案是否涉及台電工會會員的實質利益？台電工會對核四此一議題的立場是什麼？進行了那些活動？產生那些影響？本研究利用相關文獻與深入訪談所獲得的資料，就上述問題加以探討。
核四從計畫興建、宣佈停建、到復工，為期長達20多年，其間經歷我國三個階段不同的政治環境。研究發現，在威權統治時期，台電工會支持政府的核能發電政策，一方面是由於國民黨的控制，即使有不同意見亦無從表達；另一方面是興建核四可降低發電成本，提高工會會員的績效獎金，甚至核電廠員工尚有核能加給；後者所涉及的實質利益主導了日後工會在核四案中的訴求。後解嚴時期反核團體出現，台電工會曾與此類團體對抗，例如1996年立法院對停建核四案覆議時，工會動員上萬人遊行，並與反核團體衝突，覆議案後來通過，不過，政府仍是主導政策的主要力量。政權輪替之後，一向主張廢核的民進黨政府宣布停建核四，身為國營事業的台電公司立場與政府趨於一致，但台電工會基本立場未變，分別向行政與立法部門施壓、遊說，希望續建核四。然而，核四興建與否已經成為政治問題，呈現政黨對決的態勢。
本研究亦對台電工會的政治資源加以分析，研究發現，台電工會雖然經費拮据，但會員人數眾多且有良好組織，為因應民主化後立法院在決策中重要性增加，工會特別成立國會組與動員組，針對會員權益之相關法案進行遊說。惟，自第七屆理事長選舉始，內部陷入派系鬥爭，勞工董事選舉亦如此，影響內部凝聚力至鉅，同時亦使得工會在停建核四後遊說行政及立法部門時力量無法集中。

Labor unions have been major interest groups in industrial democracies. They always pay close attention to labor-related issues and actively influence on labor policy formation. The construction of the Fourth Nuclear Power Plant was a part of the state''s nuclear power policy instead of labor policy. However, the Taiwan Power Labor Union (TPLU) played a significant role in the process of formation and change of this project. What were the substantial interests concerning the members of the TPLU? What activities has the TPLU adopted to influence on decision-makers? Have these activities had an impact on the policy formation and change? Using data collected from relevant documents, the first-hand as well as the second-hand, and in-depth interviews, this study attempted to answer these questions.
The project of constructing the Fourth Nuclear Power Plant has extended over 20 years and experienced three stages of Taiwan''s political development. Under the authoritarian rule, the TPLU supported the state''s policy position. Its major interests were that the nuclear generation would lower the cost of electricity and hence increase members'' compensations. During the post-authoritarian era, with anti-nuclear groups emerged, the TPLU engaged in conflicts with them, especially when the Legislative Yuan was reconsidering the nuclear plant budget. The reconsideration bill was passed but the government was the major dominant force. After the Democratic Progressive Party took the power, the project was terminated. The TPLU launched a series of actions lobbying the executive and legislative branches for not termination and then resumption of the project. However, the issue had become a battle among political parties. The TPLU''s influence was seemingly insignificant.
This study also analyzed the TPLU''s political resources. It was found that the TPLU was lack of monetary resources but was well-organized with a large number of members. In order to cope with the situation that the significance of Legislative Yuan in the policy-making process was increasing, the TPLU established sections of lobby and mobilization and started to systematically lobby for interest-related bills. However, due to internal cleavages caused by its own presidential elections, the TPLU could not consolidate its power in the case of lobbying for the project.
