古蹟保存觀念緣起於歐洲，1960年代後成為世界性文化保存的議題，而國內古蹟保存運動，受到這股國際間鄉土意識抬頭及重視人文環境保護的影響，經由社會菁英與民間團體的呼籲，媒體的競相報導下，也逐步在推移。
台灣的古蹟保存運動其實受到政治角力、社會變遷等人為因素的影響甚深。在許多古蹟保存事件發生後，政府開始重視其重要性，而於1980年代初期，公布「文化資產保存法」，古蹟保存始有其法定地位及行政資源，然而在整體國家文化政策上仍僅忝為花瓶角色。
1990年代後，社區營造、居民參與的風潮，古蹟保存運動有了重大的轉機，民間力量的加入，使得古蹟保存注入了新的活力。各種大小文史團體、學界與民意代表的結盟，在行政與立法部門間扮演著重要的催化劑。但另一方面，古蹟保存所涉及之價值觀念的重塑、公有財與私有財界限的釐清，也呈現了多重的矛盾、天平的兩端，正考驗著政府、學界與所有者的智慧。
本研究主要係針對台灣古蹟保存現實與困境，參考英日兩國民間組織「國民信託」處理古蹟保存之機制與經驗，嘗試將其應用於國內古蹟保存實務，以展現源源不斷的民間力量，期盼對古蹟保存經營管理問題提供一項可行管道，並作為行政部門施政之參考。

The concept of preservation of historical sites originates from the Europe and has become a worldwide issue in 1960s. Under worldwide influence, recently, Taiwan is gradually concerned about preservation of historical sites.
The revolution of preservation of historical sites is involved in political and sociological factors and many interfaces need to be handled. Although the “Cultural Heritage Preservation Act” was promulgated in the beginning of 1980s which has set up a legal status for the preservation of historical sites, however, efforts are not substantially made by the government in that period.
After 1990s, energetic citizens are voluntarily taking part in the revolution of preservation of historical sites, which has made a turning point on the revolution of preservation of historical sites in Taiwan.
This research focuses on the reality and dilemma of preservation of historical sites in Taiwan and has consulted the mechanisms and experiences of civil organization of “National Trust” of the Great Britain and Japan. Hopefully, this research may provide a way for the management of preservation of historical sites and for reference for government policy making on the preservation of historical sites in Taiwan.
