隨著全球經濟知識的崛起,創業創新活動蔚為風潮,尤其在2008年金融海嘯之後,創業活動被視為刺激經濟成長即提昇就業的良方,因此各國政府無不積極打造完善的的創新生態系和創業環境,藉以提昇創新創業的活絡程度。本研究參考全球創業觀察(Global Entrepreneurship Monitor,GEM)的創業調查資料,建立了創業意願指數(Entrepreneurial Intentions Index, EII)和創業活動指數(Entrepreneurial Activity Index, EAI),分別作為衡量創業精神和創業活動程度的指標。本文的目的及是從國家層次的觀點探討究竟有哪些要素能夠刺激創業家精神及促進創業活動。本研究的結果顯示,資金可能不是創業最主要的難處,以及政府政策確實扮演很重要的角色。
As the rise of Knowledge-based economy, entrepreneurial activities has become a remedy to stimulate economy and increase employment rate. Especiall after the Financial Crisis around 2008, governments all over the world are proactive to create better business environments to promote innovation and entrepreneurship. Based on the data from Global Entrepreneurship Monitor(GEM), two indice, that is, EII(Entrepreneurial Intentions Index) and EAI(Entrepreneurial Activity Index) were developed to measure entrepreneurship and the degree of entrepreneurial activities . The purpose of this research is to explore what kinds of factors could effect the entrepreneurship and innovation of a country over time. The results revealed that venture capital funds may not be the most needed to start a business,but the government policy plays an much more important role.
