臺灣位處地震帶,地震災害乃臺灣之宿命。以現今之科技,雖無法全然消弭地震所帶來之災害,但只要提升既有建築及橋梁等結構之耐震性能,必能有效減緩地震災害。由歷次震後之災害調查,以校舍之損壞為最,故校舍結構耐震堪虞乃不爭之事實。高中職以下之校舍數量眾多,無法一一拆除重建,必須在有限時間及經費內,提升校舍結構之耐震性能,故於於施工品質、進度之加強及有效管理,乃耐震補強首要課題之一。在下一次大地震來臨之前,作好施工管理工作,只要校舍結構不至於(全面或局部)崩塌,讓師生有足夠之時間及空間逃生,大幅降低人員之傷亡。
自1999年921地震後,國震中心建立南投縣中小學校舍震損資料庫,作為建築物耐震能力詳細評估方法之驗證。教育部自民國98年起逐年編列預算,辦理全國公立高中及國中小校舍耐震評估與補強整建計畫,迄今已完成1萬3,726棟校舍之初步評估、7,935棟校舍之詳細評估、4,439棟校舍之補強工程。綜觀已完成補強工程之校舍,較常見之補強工法有擴柱補強、翼牆補強、RC牆補強等工法。前述各項補強工法皆可有效提升校舍之耐震能力,但對於施工品質、進度之有效管理卻較少提及。
故本研究以新北市汐止區樟樹國民小學為例,探討整建補強校舍結構整建時工程之施工品質及進度管理歷程,以供國內中小學校舍整建時施工管理之參考,期許因此可如質如期完成所承接之案件並提升校舍之耐震能力。
Taiwan is located in the earthquake zone, so there are many inevitable earthquakes. Although today's technology can not completely eliminate the damage caused by earthquake, it can be reduced effectively by retrofitting the seismic performance of structures. The results of several Earthquake Disaster Investigations show that school buildings are the largest number of damaged buildings, so the importance of school buildings’ seismic retrofit is Undoubted. There are large number of school buildings under high school and can’t be rebuilt. The school buildings’ seismic performance must be improved in the limited funds and time, so to improve and manage effectively on construction quality and construction schedule become and important lesson, that when the devastating earthquake hit, the school buildings will not collapse immediately and increase more time for evacuation.
Since the "921 Earthquake" in 1999, the National Center for Research on Earthquake Engineering (NCREE) in Taiwan established a database of damaged school buildings under high school in Nantou County to evaluate the seismic performance of school buildings. The Ministry of Education has made a budget every year on national municipal high school, senior high school and elementary school’s seismic performance evaluate and retrofit plan since 2009. So far 13,726 school buildings has completed the preliminary assessment, 7,935 school buildings has completed the detailed assessment and 4,439 School buildings has retrofitted. The common retrofit methods are column extension、wing wall reinforcement、shear wall reinforcement、RC wall reinforcement…etc., although these retrofit methods can improve the seismic performance of school buildings, the management of construction quality and construction schedule is rarely mentioned.
This paper discusses the management of construction quality and construction schedule of Zhangshu elementary school in Xizhi District of New Taipei City, provide suggestion for future construction management use and wish to complete the construction in time 、with quality and also improve the seismic performance.
