　　刑事警察人員代表正義的形象，而正義亦是國家社會所欲追求的理想目標，在伸張正義的同時，法律無法規範各式情境是我們必須要有的認知，此時若能在決策時加入偵查倫理判斷，以偵查倫理原則作為指引，將能減少決策失誤之機率。
　　本研究藉由文獻探討法，確立刑事警察人員偵查倫理原則架構，再應用質化研究的深度訪談，以國外學者1名、國內學者兼專家1名及現職於新北市政府警察局刑事警察人員9名，共11名作為研究對象，透過半結構式訪談的方式，以訪談大綱作為輔助，了解刑事警察人員對於偵查倫理情境分析與偵查倫理原則之認知，探討偵查倫理原則在偵查決策與裁量判斷上之應用。
　　最後，本研究分析訪談內容，獲得若干研究結論與建議，以供未來警察教育機關與警察實務機關在培訓刑事警察人員之參考，歸納結論如下：
一、刑事警察人員應具備合乎偵查倫理的思維，對於「正義」的認知應趨於一致，以因應偵查情境的千變萬化。
二、「法治」為偵查倫理原則之基礎，「專業」與「誠信」應建立在「法治」之上。
三、刑事警察人員雖然扮演多重的角色，但絕不能忘記「執行法律，還原事實真相」是最基本的工作核心，亦是任何人事物都無法凌駕的職業價值。

Criminal investigators stand for the image of the justice while justice is the ideal goal that a country wants to pursue. In the pursuit of justice, we must know that the laws cannot regulate every situation. Therefore, to consider investigative ethics based on the guidance of the principles of investigative ethics would reduce the chances of misjudgment.
The research utilizes the literature review to establish the principles of the investigative ethics for criminal investigators and further carries out qualitative in-depth interviews. By purposive sampling, we chose 11 candidates consists of one foreign scholar, one domestic scholar and expert, and nine criminal investigators who work in the New Taipei City Police Department. For discussing the applications of the principles of the investigative ethics in investigative decision-making and discretion, semi-structured interviews with an outline aid were conducted to understand the situational analysis of investigative ethics for criminal investigators and their perception toward the principles of the investigative ethics.
Finally, the research analyzes the interview content to obtain research conclusions and recommendations as a reference in training criminal investigators for police education institutions and police agencies and subordinate branches in the future. The following is a brief list of what the study has discovered:
1.In order to respond to the changeable situation of crime investigation, criminal investigators should possess a mindset with investigative ethics, which is consistent with the perception of "justice".
2."Rule of law" is the basis of the principles of investigative ethics; hence, "professionalism" and "integrity to the public and self" should be built upon it.
3.Although criminal investigators play multiple roles in the process, they must not forget that "implementing the law and restoring the truth" is the basic core of their work because nothing shall overstep the value of professionalism.
