In recent years, there were several international chemical storage tank exploded, caused property damage and people got panic psychology. The aim of this study is to reduce disaster losses and enhance the effectiveness of Port rescue. When the Port of chemical disasters occurs, how to do the enhanced disaster rescue effectively and reduce loss of life and property, the study will explore them in depth.
Taking Taipei port tank composite disaster rescue as an example, this study collected relevant reservoir accident cases by the site, war games, military exercise and expert interviews, etc.. To find Port reservoir characteristics disaster risk factors and analysis harbor reservoir risk.
Because the reservoir is located in Port closed to the coast, a large number of substances will leak from tank and cause pollution of the marine environment. Taipei Harbor Fire Team has a serious shortage of manpower, and has limited abilities in the early disaster control. Port chemical storage tank stores large amounts of chemicals, prevention is better than cure.
