等價概念為國際間正在努力發展的一項符合經濟效益而又能提升消防安全的 觀念,此概念即容許採用替代性的安全設計,其先決條件為設計者所提出的安全水準必 須相等於或更優於原先法規所規定的安全水準;此一規定不僅達到法規上所謂的『最起 碼的安全防護』,且能視各場所特性提供符合使用者需求的設計與落實必要的安全。消 防安全設備中的自動撒水設備在消防安全體系之定位及功能上,佔有很重要的角色,它 能侷限火勢、延緩火勢擴大,甚至滅火的功能。對空間區劃、內部裝修、閃燃發生及人 命逃生等等,具有一定的影響力。因此,在基本的安全水平下,藉由主動式消防設備( 以自動撒水設備為對象)的設置,建築物的設計可以做些彈性改變。 本研究第一章為緒論,說明研究動機與目的、研究範圍與限制、研究方法與流程。 在第二章中,首先調查瞭解國內裝設撒水設備的防護功效,並從文獻探討列出撒水 設備在性能設計替代上的項目與關係。 第三章則針對撒水設備在性能設計上已經被執行過或操作過的項目以機率模式作一 探討,且篩選出撒水設備性能替代上的指標因子,並透過專家的意見來檢驗撒水設備在 性能安全設計中所扮演的重要角色。 第四章則從國內現行之防火法規中列出撒水設備性能設計的相關規定作一分析。案 例設計上則列舉紐西蘭、日本之設計例,凸顯撒水設備在性能安全設計上的優點;最後 自行設計一案例,比較分析有無裝設撒水設備在其他被動消防系統等改變後的不同組合 ,並運用簡易安全評估方法將組合後之設計例與現行法規計算出之危險機率值做一比較 ,以了解替代組合彼此減緩之關係及限制。 第五章為結論與建議,並提出後續研究的方向。 Equivalency Concept has been developing to meet economy benefit and improve fire safety worldwide. This concept allows trade-offs between fire safety measures once the safety of proposed (alternative) design is equal or better than that of prescriptive design. This specification not only meets the least safety regulated by fire code but also satisfies the owner's use. Sprinkler systems play an important role among fire protection systems. The sprinkler system could confine a fire, delay fire spread and even extinguish a fire. It has some impact on building compartmentalization, interior furnish, occurrence of flashover and occupant evacuation. Therefore, building design can be flexibly altered through the installation of active fire system (e.g. sprinklers). The first chapter in this article introduces motivations, goals, scopes, constraints, methodologies and flowchart. In chapter 2, investigation of sprinkler protection effectiveness in Taiwan area from 1995 to 1998 is presented. A literature review of existing trade off relationship between sprinkler system and other fire safety measures is also discussed. Chapter 3 describes the probabilistic evaluation on sprinkler performance and possible index factors between sprinkler system and its trade off design. Chapter 4 presents the performance-based design of sprinkler system specified by Taiwan building regulation and fire code. Chapter 4 also introduces case study from New Zealand and Japan in order to demonstrate the advantage for sprinkler system. To understand the relaxation and constraint relationship between sprinkler system and its trade-offs with other passive systems, a self-designed example is presented. A straightforward evaluation method is also performed for calculating comparable risks related to various alternative combinations. Finally, some conclusions and future research directions are discussed in chapter 5
