資訊系統使用行為一直是組織或企業推廣的管理平台與方式時，各項系統會依機關單位業務內容，設計出針對營運及運作時所客製化的資訊管理系統，因此與工作相關之資訊系統建置或設計是否完善，都會影響使用者使用的意願及實際使用情形。系統之開發主軸以邏輯方法與思維為規畫導向，系統特性構面主要考量系統安全性、維護性、延展性、人機介面之便利性等，是否能滿足使用者工作任務所需，是否能被正確有效的運用，以提高系統開發時程中要完成模組的細化與延展，開發技術前說明政府政策與轉化代碼的設計模式，人員系統使用意願探討，系統設計如過於複雜，導致影響系統使用率不高，無法達到系統設計初衷，研究將訪談使用人員及舊版系統操作時系統易用性探討，始能具體將研改作業時，可將系統類別細部化，以利解決未來執行資料庫分析、使用者介面、設施等構面所衍生之問題。
