國家建設與經濟發展息息相關，而經濟發展與產業興衰密不可分，當企業面臨公部門不可抗拒之措施而撼動企業核心能力時，領導人的特質與其危機審視能力至為關鍵。如何進行相應策略，所必須考量的因素與影響層面之分析，亦考驗領導人的智慧。本論文陳述一位中小型電子代工服務 (EMS)企業主如何白手起家，期間經歷數次的經營危機，憑藉著個人的領導特質，運用各種管理手法帶領著他的團隊渡過危機，創業成功。而今又再度面臨經營上不可抗拒的危機，他該如何準確審視危機衝擊，帶領團隊化解危機，甚而化危機為轉機，將其所帶領的企業轉化為更有競爭力的企業。本論文內容為研究者之創業過程與經營實務上所累積的經驗整合而成，探討領導特質、危機判定、與策略規劃，採用教學個案方式撰寫，包含個案本文與教學指引兩部份。研究結論可提供中小企業經營者在創業過程中及經營管理層面所面臨到的狀況與抉擇，論文提出企業領導者的人格特質、危機管理能力、專案管理以及在管理策略上之工具運用。

Public development plan is closely related to economic development, and inseparable from the rise and fall of industry. In the process of an enterprise whose core competence is influenced by the irresistible policies which were promulgated by the government, the personality and the crisis management capabilities of a conductor play a pivotal role in it. Furthermore, how to analyze the influencing factors and circumstances as well as to develop appropriate strategies are really challenging for conductors. The research illustrated an Electronic Manufacturing Services (EMS) entrepreneur in the process of starting from scratch experienced several times business crisis, the entrepreneur led his team with his personality of leadership and used various management methods to tide over these crises and finally accomplished entrepreneurial success. However, there was an irresistible incident came up again, the study clarified how should the entrepreneur do to tide over the enterprise crisis, taking the crisis as a chance to transfer his company to a more competitive enterprise. This case study research includes two parts, one is researcher’s own experience, and the other is teaching guide. The content of the study is composed of the researcher’s entrepreneurial process and the accumulative practical experiences. The aim of the study is to explore the leadership trait, crisis management, and strategic planning. The conclusion of the study can provide some solutions faced by the Electronic Manufacturing Services (EMS) entrepreneur in the process of starting a business as well as the administration and management. The study proposed the personality of entrepreneur, crisis management capabilities, project management and the application of tools in strategic management.
