進入工業 4.0 時代後，國內的傳統製造業正逐步邁向數位轉型或進入智慧製造的領域，由於中小規模的製造業在數位化過程中，因成本考量及 IT 人員對於 OT 領域經驗不足的問題，往往建構了滿足 IT 環境與 OT 環境緊密溝通的系統網路架構，但卻將脆弱的 OT 環境曝露在網際網路之中，且自 2019 年底 Covid-19 疫情開始，企業為了維持營運正常，被迫開始遠端辦公模式，OT 環境為了維持穩定生產、生產最大化及產品良率最高化的原則，也同時開放員工遠端連線進行產線系統調整及異常排除作業，致使 OT 環境也開始面臨到嚴重的駭客入侵、攻擊等資安威脅問題。面對層出不窮的資安攻擊事件，智慧製造業迫切的需要資安部署規劃，卻因為人員經驗不足且沒有系統性的分析方法，以致於無法部署有效益的資安防護功能。
本研究提供了一套適用於製造業規劃資安部署的分析方法，協助其在導入資安部署之前，有系統的依據所屬製造業類別分析機密保護區域，及分類面臨的資安風險，建立智慧製造業資安生態系統的概念，規劃短/中期內適切的系 統網路架構及有彈性的資安部署策略，以利長期能因應資安技術的演變。期能提供智慧製造業選擇適切的資安部署策略，發揮資安防護效益並減少冗餘的投資。

In the era of Industry 4.0, traditional domestic manufacturing is gradually moving towards digital transformation or entering the realm of smart manufacturing. Due to cost considerations and lack of OT experience among IT staff, small and medium-sized manufacturers can construct system network architectures that communication between IT and OT environments but exposes the vulnerable OT environment to the Internet. Since the outbreak of Covid-19 at the end of 2019, companies have been forced to adopt remote work to maintain regular operations. To uphold the principles of stable production, maximization of output, and highest product yield, the OT environment has also allowed employees to connect and perform system adjustments and troubleshooting remotely. This has led to severe cybersecurity threats, such as hacker intrusions and attacks in the OT environment. The smart manufacturing industry urgently needs cybersecurity deployment planning amid incessant cybersecurity attacks. However, they need more experience and systematic analysis methods to implement practical cybersecurity protection functions.
This study provides an analytical method for planning cybersecurity deployments in the manufacturing industry, helping companies systematically analyze confidential protection areas according to their manufacturing categories and categorize the cybersecurity risks they faced. The aim is to establish a cybersecurity ecosystem in smart manufacturing and plan appropriate system network architectures and flexible cybersecurity deployment strategies for the short to medium term to better adapt to the evolution of cybersecurity technology in the long term. It is hoped that this will help the smart manufacturing industry choose the right cybersecurity deployment strategy, maximize cybersecurity protection benefits, and reduce unused investment.
