Abstract In recent years, the SME face the market competition and the impact of opening policy, leaving for mainland China for investment and development has become the trend. The study is based on the hierarchical structure of logic as a model, through the expert opinion consultation, questionnaires, and the Analytical Hierarchy Process, establish a thermal module factory site assessment industry model as a decision-making method. First, we collect, organize site selection of relevant literature, followed by interview with different roles and functions experts in A plant, understanding the important factor in site selection decisions of Thermal Module plant industry, and then use hierarchy process to establish three levels of decision analysis framework , for priority site selection of Key Performance Evaluation, and get 8 indicators Priority rating. The results showed that in the three dimensions the government factors account for the most priority, can be found that in the mainland factory options, the local government's policy is the most important priority, and the top three most important indicators in the eight indicators are delivery of regional distribution, labor acquisition and supply of electricity, which in addition to the first priority the delivery of regional distribution, the remaining two belong to the Government of motivation factors. Experts in different positions have the same view in the most priority and dimensions, and in the second part of the priority degrees, in addition to the assessment of environmental policies have a large diverse, the importance of other projects, generally the same. This study features an integrated Thermal Module factory industrial site selection and combination of related literature, measure a Thermal Module plant industry site selection evaluation system, developing realistic competition environment site selection system to provide Thermal Module industry evaluate new site selection system, as the basis for policy-makers.
