This study is trying to find why the national residential housing spreading out to be a secondary market; housing policy. With the method of exploratory interview to understand the market participating role, and the build-up operating system; it is hoped that it may give the national residential housing policy some help. The purpose of study is for the process. 1. National residential housing project is in the nature of welfare; how it has spread out the exploilative re-rent and resale deal for the residential housing market. It is going to be described from the historic veins and arteries of the national residential housing policy (Chapter II) and start to derive the national housing result into the residential housing market. (Chapter III). 2. For the atmosphere of re-sale and re-rent transaction as stated and further to explore this market operating system and for the social economics and space influence. (Chapter IV). This study is in summing up as follows: 1. The Formation of National Tesidential Housing Secondary Market. (1).
