  本研究試圖尋求國宅為何會衍生出一次市場,如何轉而侵蝕國宅政策的根本。以深入訪談方式,了解國宅市場參與角色,建構國宅轉租轉售市場運作機制,期便能對國宅政策有所幫助。
  研究目的:旨在處理
  一、福利性質的國民住宅計劃,如何衍生出投機性的轉租售住宅市場。分別由國宅政策的歷史脈絡(第二章)與國宅納入住宅市場的結果(第三章)著手。
  二、對轉售轉租現象做描述性的現況,進而探討此種市場運作之機制與對社經、空間的影響。(第四章)
  本研究結論歸納如下:
  一、國宅次市場的形成
    (一)逐漸棄守的政策:市場在導引政策的結果,漸進的次市場性,不斷地浸蝕國宅的本質,遠離政策開宗明義的標的。
    (二)壓抑不住的住宅市場:在住宅市場飆漲的情況下,才顯出國宅的「廉價」
    (三)附在住宅市場下的國宅次市場:國宅成為一種很好的投資炒作工具。而國宅的福利性卻也在這種非正式衍生出來的市場,呈現出另一種價廉的變質福利。
  二、國宅轉售轉租市場形成的機制
  國宅創造出來的非正式部門運作的轉租售市場,在所有參與的角色與機制的默許下運作,而無視乎其對政策構成自身合法性的危機。偏折的國宅政策,除了提供廉價的住宅,安撫了集體消費,緩和了城市中的住宅問題,至於原本國宅所標榜的政策目標也被扭曲了。


  This study is trying to find why the national residential housing spreading out to be a secondary market; housing policy. With the method of exploratory interview to understand the market participating role, and the build-up operating system; it is hoped that it may give the national residential housing policy some help.
  The purpose of study is for the process.
  1. National residential housing project is in the nature of welfare; how it has spread out the exploilative re-rent and resale deal for the residential housing market. It is going to be described from the historic veins and arteries of the national residential housing policy (Chapter II) and start to derive the national housing result into the residential housing market. (Chapter III).
  2. For the atmosphere of re-sale and re-rent transaction as stated and further to explore this market operating system and for the social economics and space influence. (Chapter IV).
  This study is in summing up as follows:
  1. The Formation of National Tesidential Housing Secondary Market.
    (1). Give up the national residential housing policy gradually: the market guides the result of policy; the gradyal approaching towards the secondary market; it had infiltrated constantly the nature of national residential housing which is far away from the initial goal of policy
    (2). The residential housing market is unable to be suppressed: under the zoom-up situation of the residential housing, it had disclosed the shortcoming of the national residential housing.
    (3). The national residential housing secondary market is immersed under the residential housing market: the national residential housing becomes a kind of very good investment tool; while the welfare national residential housing is also with the occurrence of another kind of informal cheap but distorted welfare.
  2. The Formation of National Tesidential Housing Re-sale and Re-rent System.
  Re-sale and Re-rent market of informal department running for the national residential housing as it has constructed, it runs under the promise of all the participating roles and system; they do not pay any attention to the policy to have constituted itself the legal risk, the biased, and distorted policy; besides the provision of cheap residential housing caresses the group for consumption, to have relieved the residential problem in the city, as for the original policy is earmarked for the national residential housing; its goal has also been distorted.
