本研究主要是針對林務局、國立大學實驗林 ,行政院退輔會森林開發處等
三類單位公營森林遊樂區主管機關 ,目前所執行遊客安全管理現況 ,進行
調查分析。所採用的研究方法有二部份 :直接訪談各森林遊樂區主管單位
以獲知其安全管理執行情形。另透過遊客問卷調查使用者之意見 ,以確定
遊樂區安全管理之缺失 ,並探討改進之道。研究結果如下 :一、72% 之遊
客不清楚森林遊樂區內危險場所 ,將造成遊客容易低估或忽視環境中潛在
之危險性。故管理者除須做好危險場所標示外 ,更應加強遊客安全教育及
提供資訊 ,協助遊客認識危險以防止之。二、森林遊樂活動雖屬於安全性
之休閒活動 ,故危險因子控制方面 ,係在於自然環境潛在之危險 ,而不是
遊憩活動之危險性 ,故其管理方法在遊客需求層次而言 ,以危險場所標示
、危險設施警告、設施維護及改善較為優先。目前之管理措施亟待改善者
為增加安全護欄數量之設置及保養、改善警告牌之色彩及設置地點 ,而亟
須加強者為醫療設備及緊急作業系統 ,與安全管理人力培訓。

The objective of this study trys to find the relationship be-
tween hazard management of the forest recreation area and the
visitors'' opinions.To gain an understanding of the visitors''
opinions toward the methods of hazard management, the following
actions were made :collecting and analyzing the visitors'' data
and making interview with each managers of recreation area of
Forestry Bureau, Experiment Forest of National Taiwan Uni-
versities, Experiment Forest of National ChungHsing University
and Department of Forestdevelopment. The research is summaried
as following : .The fact that nearly 72% visitors in this
survey are not ac- quainted with the danger places within
forest recreation area will cause visitors tend to
underestimate or overlook the potential risk around the
environment. So managers not only need to indicate these danger
locations, furthermore, they need to enhance the safety
educations and provide recreation information to visitors in
order to help them realize dangers then to prevent from them..
Forest recreation activity is classifies as safety leisure
activity. But as to the control of danger factors in recre-
ation areas, these factors should be grouped into the poten-
tial risk of natural environment rather than the danger of
recreation activitivs. To the visitor''s need level, managers
should gives priority to indicating danger locations, noticing
danger facilities, maintaining and improving facilities.
Studies show that the most urgent management practices need to
be improved are:(1) increase the quantity and maintenance of
safety railings, (2)improvethe color and installation site of
warning signs;and the practices need tobe enhanced im-
mediately are: (1)medical equipments and emergency operating
system, (2)training of safe management manpower.
