Among various mutual and conflicting factors of urban environ-
ment,the interaction between the functionality,characteristics
, and limiting factors with perpetual development of urban en-
vironmentswere studied. It is intended that the increasing as-
pects of the urban environments draw no boundary, as long as
the reasonably defined appropriatness does not inpaire the al-
ready established"Urban Environment",more clearly layed out of
measures deserved more rigorous study, apparently,the out come
of the said process would inccur new definitions until the new-
ly found urban environmental factors could thus characterized
accordingly.Followed by the pathwaysof compressing these envi-
ronmental factors without loosing their representativeness,the
indexing system of total environmental quality could therefore
set its root. This work also describes the essential charac-
teries of the said indexing system. It has been a known fact
that the total indexing system involve heavily with the various
level sand needs of allwalks of living within the urban
environ- ment. In this work, the optinal urban environmental
factors of higher weigh of importance are discussed, these
factors are highly related to human health, ecological
conservation and legal statue and were analyzed and displayed
according to the framework of the proposed indexing system.
Solid waste, en- vironmental expenditure, green cover,dringk
water, air quality, population density and ambient noise are
adopted within the framework, not only the descriptive analysis
and the ranking measures, but also the displaying of
cartoonized facil repre- sentation of total urban environmental
quality.
