This thesis is forusing on the IC card issusing operation and project plaining. Special researchs on the design and implimentation of interface software have been conducted. The IC card issusing operation includes two stage; i.e., card- personalization and card surface printing. As for the relative issusing data of the IC card- personalization, a relational distributed data bank model has been installed. Its system operations are all designed according to key-relation mode. This approach make the operating envirnoment for multi-relative- data searching process simpler and easy to learn. The card surface printing include the Chinese and English bit-map characters , bi-level photo-ID image , and key word bar code . The present system enable multi-functional selection scheme. Thus a new method of dynamic contrast stretching (D.C.S) has been developed .This make the transfer of full color photo into bi-level picture processing efficiency and image quality enhanced . In conclusion , a comparsion among other image- processing software packages has been undertaken. By carefully investigation , it proves the applicability of this proposal method.Thus , this study can be apllied to the IC card photo-ID printing and quick acquisition among data networking system . The overall IC card photo-ID printing and issusing techniques developed in this study,can be immediately applicable to the computer photo-ID issusing of IC card for current national large scale information network system, such as National Domestic Information Network,National Health Insurance Information Network and National Medical Information Networks. Those national information promotion network projects have been announced during the SRB conference by STAG-ROC in Dec. 1992.
