For developing the ''ten new industries'' which Government drafted in the national six year plan for different regions and districts,and taking the location factors of economic activities into consideration in the industrial policies, it''s nacessary to discuss the spatial distribution of these high- tech industries. This research uses the analytical framework and methods in spatial location theories and industrial economics, to analyze the basic attributes and spatial location characteristics for the ''ten new industries'' , and discuss the spatial distribution pattern. The ''ten new industries'' concentrated in the main metro- politan areas of northern, central and southern regions of Taiwan, espacially for the northern regions. It is likely a spatial pattern of ''decentralized-concentration''. Because the firms with high productivity and technological level concentrated in spatial distribution, and promote the techno- logical level, innovative ability of the adjacent firms, so determine the spatial distribution pattern. For explaining the spatial phenomenon of ''ten new industries '', this research establish the location hypotheses and then examine them. First, the firm-characteristics factors are no influences for the location, but the Hsinchu areas is a special district for firm''s location. Second,the technological resources are the most important factor for the location of ''ten new industries'', and the effect of ''location inertia'' is also an important location factor. So the location and spatial distri- bution of ''ten new industries'' should be ''premeditated'', that is, Government can establish research institutions, intergrate local technological resources, upgrade industrial techno- logical abilities, then promote ''ten new industries'' in regional and local development.
