The manpower planning of human resources generally uses the vertical planning style in individual division. There are correlations most different divisions in a company, but manpower planning is always planned individually. In this thesis, we use the style of " horizontal integration planning " to arrange manpower. In the last, we develope a system, " multi- divisions manpower integration planning system " , to implement this idea. Among multi-divisions, the prerequisites for the job are when the periods of heavy requirement on manpower is in different and the staff qualifation is similar. In every short period, we assign the workers who are idle in some divisions to the divisions where workers are not enough. Our goal is to use the idea of " horizontal integration " style to improve manpower planning more efficient and decrease aggregate staff in a company.
