Now, in Taiwan the organizations of implementing and
supervising research plan, such as the Technological Advisory
Offices of Ministry of Economic Affairs, the Technological
Offices of Ministry of Communication and ITIS etc., present
plans through "the manual of technological research and
development plan". It achieves effective systematization in
the plan''s implementation and the personnel and resource
utilization, but has no control and plan in the processes to
evaluate and control the accomplishment and effectiveness of
the plan''s formation and the assessment of the plan''s expect
perfermance in the early phase. However, it''s rare for the
research reports and essays to discuss and evaluate the plan''
s formation and the managerial models in coordination
with the macro-technology. The researches of the general
technological policy do concentrate to direct the nation''s
continuous technological and economic growth by the means of
the policy; or to discuss the model and review the formation
and planning of the technological policy; or to discuss the
technological developing plan under the coordination of the
various technological policy tools. All of these focus on
the reviewing of the nation''s whole technological
policy, the others on the assessment of the plan''s
achievements or the implementation and management of the
plan. It seldom discusses the models and frameworks of the plan''
s formation and management. Therefore, this research is
hoping to combine the related researches of strategic
management , the models of plan selection and the
appropriate analysis and planning to discuss the plan
formation and management models systematically through
the involved factors and then present the optimal model and
framework.
