Traditional File systems are liable to some shortcomings: inconsistent data names, inconsistent field lengths, inconsistent file layouts and so forth. It is important to enforce data administration to solve these problems before we apply data reengineering to convert file systems to databases. This research develops a structured methodology for data administration. These methodoloy includes the following procedures: 1. design a data dictionary architecture. 2. design forms for collecting metadata. 3. develop procedures for maintaining data dictionary. 4. develop procedures for loading data. 5. suggest procedures of logging transactions. 6. suggest the position of data administration in an organization.
