In this thesis, we have developed a prototype to support the estimating and bidding with a construction project. This specific decision support system is to help an owner studying the feasibility or to help a contractor analyzing a bidding strategy by the evolutionary software design processes. The features of the applied system are adaptable, and we may solve those semi-structured decision problems which will be happened through a project life cycle. Then, a trade-off between the bidding contingency and the profit margin would be balance under an available probable winnning strategy model. We applied the DSS information techniques and a reasoning theory under uncertainty to the real world problems; so, our research would result in the risk management in the field of the construction project.
