由於管理階層與作業階層在資訊需求的本質上有所不同，造成作業階層資料庫難以直接提供有效之資訊。生產導向的做法，只會帶來『報表淹沒』的窘境。於是，資訊的過濾、彙總是必須的，許多相關的方法也應因出現。但是，除非能清楚知道管理者需要甚麼資訊，否則資訊人員在缺乏準則的情況下，仍然很難從作業資料庫中為管理者提供有效的資訊。問題是，管理者本身也不可能清楚知道需要甚麼資訊。這是有效使用資料的最關鍵困難。
　　本研究主要係透過系統動態學的資訊回饋觀點，強調高階管理工作資訊與決策的回饋關係，提出一個新的資訊模式。這個稱為『回饋資訊系統』的資訊模式，藉釐清管理者對組織的認知，找出重要的系統狀態變數，作為監控組織運作的指標，成為決策訂定的支援工具，達成有效使用資料的目的。
　　這個資訊模式的實施方法及步驟，包括了：1.瞭解管理者對組織結構的認知與觀點；2.分析管理者對資訊與決策的陳述；3.界定回饋變數；4.界定分析系統行為的時間；5.分析回饋資訊與作業資料庫的關係；6.建立回饋資料庫；及7.彙總、統計出各種回饋資訊。
　　最後，本研究以慈濟基金會勸募系統為個案，說明各步驟的實際做法，並做為一個可行性的驗證。

　　Information requirements for management are so complexthat information derived from operational databases (OPDB)by information profession are not suitable for managers. Toeffectively use data resource, approaches are needed becauseeven managers are hard to know exactly what information theyneed.
　　This study analysis approaches to the effective use ofdata resource, and propose a new information model, which isbased on the view point of system dynamics and informationfeedback theory. According to the model, procedures toderive feedback information from OPDB are provided. And thestudy takes case of Tsz-Chi Foundation (TCF), the largestfoundation in Taiwan, to demonstrate the model and theprocedures.
