The objective of this thesis is to rdefine procedures to strengthen the security of the Government Treasury Centralized Disbursement (GTCD) system. The first step was to find out problems and weakness in the current system. Then, a safe and efficient procedure using smart cards was proposed. Benefits and cost savings of the proposed system were analyzed. Finally, a contingency plan and a recovery process were also proposed. The main research methods include literature survey, work sampling, and process redesign. The payee of government disbursements will obtain substantial interest revenues from the proposed system. Thanks to the applications of cryptographic technology, the security of government disbursements will be strengthened, the number of office workers in the proposed system will also be reduced while a less-paper computerization will be achieved.
