The purpose of this study is to define the basic abilities for educational technology professional, to survey the current status of the secondary school teachers with educational technology abilities, and to find the needs of the secondary school educational technology professionals. Literature reviews and a questionnaire survey are used in this study. The survey uses a census of all the junior and senior high school directors of studies in Taiwan. There are 78% effective questionnaires among the returned objects. The findings are as follows: The areas of educational technology should be in three aspects. They are computer applications, audio-visual media, and graphic communicatons. The educational technology professionals should have the following four abilities: 1. the ability to use the facilities 2. the ability to plan and design the teaching environments 3. the ability to design the teaching software and media 4. the ability to manage and maintain the educational technology facilities The duties of the educational technology professionals are: 1. to help teachers use computers and other media in teching 2. to manage and maintain the facilities 3. to support the applications of technologies in educational administration. Each secondary school needs a special administrative unit of educational technology with a proposed name of "Division of Educational Technology" to implement its duties. The personnels should include a director who is also a teacher, and at least two other fulll or part time staffs with professional knowledge and skills. Also, teachers with a background of industrial arts/technology, mathematics, or science are better equipped with the educational technology abilities. Currently, there is a need of 1433 educational technology professionals with an average of 2.58 persons for each junior high school, and 413 professionals with 2.83 average per senior high scool. The researcher also proposes suggestions to the educational authorities and the institutions related for the references of implementing educational technology in secondary school education.
