Freedom of press is the most essential one of all human rights. It is achieved through continuous hard struggles by all people and it will be maintained only by also continuous hard struggles. A freedom of press without the control of governmental authority and previous examination is an important factor of one country, especially for a modern democratic country, As when people need to make a political decision, they need to, first of all, require information broadly, then to digest all the different opinions and consider all these opinions, then the final decision can be made. In the parliamentery system , publlisher is the ommunicating and inspecing machine between people, parliament, whose members were elected by people, and all other government representives. Therefore, the public mission of press is very important. In this artcle, I will begin by stating the progressing of Japan''s freedom of press and then go on to discuss the problems about the examination ceitera against Constitution on publications, regulations of obscene publications, and prohibition on inspecting publications and so on. At last, in hapter 5, I will compare the protecting institutions for reedom of press betweeen Japan, America,and Taiwan. I wish it can help Taiwan''s publish business through the discussion ofthis article, and expect deeply that our government can effectuate the protecting institutions for freedom of press which was issued by our Constitutions.
