本文先透過古蹟保存區劃設的涵意、古蹟景觀管制的相關法令、景觀模擬及景觀評估作法之文獻探討，分析歸納並確立實證的程序－及經由基地景觀元素的選取、景觀管制替選方案的模擬、景觀滿意程度調查及統計分析，根據分析的結果可擬定古蹟保存區景觀管制及設計原則。整合景觀管制及設計原則後可再藉由模擬之程序預知管制實施後的景觀，做為規劃設計者回饋修正時的參考，因此「景觀模擬評估」程序極具實務方面的參考價值。經本研究一系列理論探討與實證操作後，提出實證基地景觀管制的建議，並發現本研究程序可應用於下列三種時機，列舉如下： 1.依據文化資產保存法制定古蹟保存區相關景觀管制及設計原則。 2.規劃設計者應用於改善古蹟保存區環境景觀之決策參考。 3.古蹟保存區或鄰接地興建或改建工程對古蹟保存區的景觀影響評估。

The study inquire into the purport of historic districts, the causes of landscape control of historic districts,and review the literature on landscape simulation and assessing. We define the empirical analysis process by way of inducing the contents as it stated above, and that is the choice of landscape elements, the landscape simulation of alternatives , the investigations of satisfaction degrees and statistics analysis. On the basis of the results of analysis, we can define the historic districts'' landscape control measures and design guildlines. After syn- thesizing the landscape control measures and design guildlines, we can foresee the landscape after conducting the control measures and offer planners and designers some propositions. Therefore, the "landscape simulation and assessing" process is a very valuable process in practice. The study propose some landscape control measures and design guildlines of case study site and find that we can apply the process to three following opportunities： 1.Establishing landscape control measures and design guildlines by The Culture Assets Preservation Act. 2.Improving the environmental landscape of historic districts. 3.Evaluating landscape impact of historic districts.
