This thesis is divided into six parts: Chapter one is Introduction. In this chapter, I introduce the purposes, methods and limits of this project. Chapter two, from a structure-functional perspective, I elaborate the role of Hong Kong and Macau in the international political system. Under current post-Cold War era, instead of the highlighting the antagonistic ideological confrontation, the new of actor. Chapter three, from a Chineses perspective, judging from the unique character of the Hong Kong and Macau and its policy implementation, I discussed the implication of "one-nation and two-system" and the background and nature of the Joint Agreement bet Macau-Hong Kong policy under the post-Cold War era? The decision making process, the operation of organizat structure, and the spirit of the law were the focus of my Chapter six, after I generated my conclusions, I provided some policy recommendations for the R.O. C's policy toward Hong Kong and Macau.
