Since the establishment of the United Nations with its noble
principle of enternal peace, its Collective Security System
with the Security Council as its center can not carry out its
function and Soviet Russia. Though under this diffi- cult
condition, a new alternative method, the peace-keeping
operation, has been developed in order to meet the enthusias-
tic expectation of peace by medium and small nations. There is
a remarkable distinction between the peace-keeping operation
and the Collective Security System with the Security Council as
its center. The former is a new measure for peace- keeping of
the Uited Nations that has no definite foundation in the
Charter of the United Nations. As this peace-keeping operation
is set up on the basis of conventions, it is usually called,
"Six and a Half" operation. After the conclusion of cold war,
the risks of occurring disputes in the world have been greatly
increased due to the conflicts of ethnic groups, tribes and
religions. In order to prevent and resolve local disputes, the
peace-keeping opera- tion is more and more required. With
regard to the problem of the relation between Japan and the
collective security system of the United Nations, the main
distinction islaid on the difference between the interna-
tional law (theCharter of the United Nations) and the consti-
tution of Japan. To study whether the Japanese participation in
the peace-keeping operation corresponding with the princi- ple
of peacestipulated in Japanese constitution is also one of the
maintopics of this essay.
