論文提要內容:

本研究的目的旨在探討美國「家庭識字方案」的發展背景、課程內涵與特
色、實施方式及成效等,並希望以該方案的理念精神與實施模式,提供我
國辦理識字教育與親職教育改進的參考,且以研究所得為基礎,研擬出具
體建議,提出未來我國辦理「家庭識字方案」的可能參考途徑。 本論文
採文獻分析法及訪問法來進行研究,歸納研究結果如下:

一、美國「家庭識字方案」的發展趨勢與特色:

1.以提昇國家經濟發展與維持社會安定為主要目標

2.展現美國平等主義的精神理念

3.聯邦政府在教育政策的變革上,發揮關鍵性的主導角色

4.識字意涵隨時代社會的變遷而日趨擴大與豐富

5.家庭識字方案增強學校教育改革的成效

6.重視「家庭」的力量,並發揮「補救」與「預防」的雙重功效

7.非營利組織在全國家庭識字方案的推動扮演重要的角色

8.全國性會議的召開促進經驗的交流與資源網絡的建立

9.課程設計重視學習者的個別需求與文化差異,並提供多元化的 課程
與時間安排

10.重視成人教師的職前訓練與在職進修

11.學習管道多樣化且具可接近性

12.經費的來源多元化

二、美國「家庭識字方案」對我國實施識字教育的啟示

1.提昇國人對識字教育的認知與重視

2.識字教育的法令政策應配合國家未來發展目標而因時制宜,並以整體經
濟與社會的發展作為識字政策的考量因素

3.重視不利家庭的教育機會均等,並將識字教育的對象擴大於未具備「功
能性識字」能力之人口

4.應擴大「識字」意義的內涵,並使課程內容符合成人實際生活情境的需


5.提供專業的成人教師或重視補校教師的在職進修,並予以充實親職教育
相關知識與技巧的課程

6.應結合現有的社會資源來辦理識字教育,以提供多元化的學習管道與途


7.重視家庭的力量與父母的參與,加強親子共學的機會

8.提供成人學生交通、托兒及其他之支持性的服務

9.根據脫盲標準建立識字教育的評鑑系統,做全面性的成效評估

三、美國「家庭識字方案」對我國實施親職教育的啟示

1.以學校為推廣中心,以學生及家長為親職教育的對象

2.結合成人教育專家及幼兒教育教師來辦理親職教育,並舉行定期的親職
教育研習會或研討會議,以加強親職教育專業人才的培訓與在職訓練

3.以經費補助來支持並獎勵實施親職教育成效卓著的民間團體

4.以親子共學的方式來進行親職教育活動,並注重親職技巧與態度的實際
演練

5.以專款長期補助與推展親職教育

6.強化並運用學校現有家長義工團的人力資源,以協助校務及親職教育的
推展

7.針對低社經地位的不利家庭,可採用以家庭為基礎的成人親職課程

8.培養親子利用圖書館的資源,以建立終生學習的習慣

四、我國未來辦理「家庭識字方案」的可能途徑

1.結合幼稚園或小學辦理的途徑

2.結合公共圖書館辦理的途徑

3.結合各縣市「家庭教育服務中心」辦理的途徑

4.結合民間組織或基金會辦理的途徑

5.整合其他社會資源辦理的途徑
The Study of Family Literacy Program in America

Abstract

The purposes of study was to understand the development,
content, and implementation of the family literacy programs in
America. The methodology used in this study was literature
review and interview. Research results were identified as the
following: 1.The developmental trend and feature of the family
literacy programs includes:

(1)The goal was to enhance the economic development and social
peace.

(2)The programs expressed the idea of equality.

(3)The federal government played an important role in the
educational innovation.

(4)The meaning of literacy has been expanded.

(5)The family literacy programs identified the effectiveness
of the school reform.

(6)The programs emphasized the important role of the family.

(7)The nonprofit organizations played an important role in
promoting the national family literacy movement.

(8)The annual conference helps the experience changed and
resource network established.

(9)The program design emphasized the individual needs in terms
of scheduling and curriculum.

(10)The program emphasized staff training.

(11)The learning opportunity was various and accessible.

(12)The funding resources was various.

2. The implications of programs to the literacy education in
Taiwan included:

(1)The importance of the literacy education should be
emphasized.

(2)The development of literacy education policy should be
flexible to reflect changing for the social and economic needs.

(3)The educational opportunity of the disadventaged should be
identified.

(4)The meaning of literacy should be enlarged including
functional illiteracy .

(5)The adult teachers'''' training programs should include
parenting education curriculum.

(6)The existing resources should be integrated into the
implementation of the literacy education.

(7)The parents should be encouraged to learn with their
children.

(8)Supporting services include transportation, daycare and
others should be provided.

(9)The national evaluation system for the literacy education
should be established.

3.The implications of the programs for parenting education in
Taiwan included:

(1)Make school as a promotional center.

(2)To integrate experts from adult education and preschool
education to provide parents and children learning programs.

(3)Encourage and support the nonprofit organizations to
provide parenting education.

(4)Encourage parents and children learn together, and
emphasize training on parenting skill and attitude.

(5)Provide more budget to promote parenting education.

(6)Make use of the volunteers to promote the parenting
education.

(7)Develope home-based curriculum for low social status
families.

(8)Encourage parents and their children to use libraries and
establish lifelong learning attitude.

4.The study provides the following five feasible approaches for
future changes of the literacy education implementations in
Taiwan:

(1)To integrate preschool education or elementary education.

(2)To integrate public libraries.

(3)To integrate current Family Education Service Center.

(4)To integrate non-governmental organizations and
foundations.

(5)To integrate other social resources.
