論 文 提 要 近年來隨著臺灣地區房地產
價格上漲,市場上空屋數量也逐漸增多,但逐漸增多的空屋卻無法轉變成為
市場上的有效供給,使得住宅需要無法得到相對的供應.就在此時,國宅等
候人數也跟著增加,需求與供給無法透過市場機制的調節達成均衡,且供需
失調的情況使得房價也居高不下.因此,本研究將針對實質解決市場上過多
空屋的經濟因素方法,研擬空屋稅政策進行理論探索. 本研究將空屋依
持有動機區分為"自然空屋"與"投資空屋",前者為消費需求產生之空屋;後
者為投資需求產生之空屋,並僅對投資性空屋課徵空屋稅,期盼能達成供需
均衡並降低市場價格.依此觀念架構出本研究主要模型,由"住宅市場供需
均衡"與"總家戶所得恆等"兩方程式所組成之短期非線型聯立方程模型,並
以民國80年為基準,依臺灣地區各縣市(共23筆)之橫斷面資料,校估非線型
聯立方程組之係數. 對於模型中空屋稅變數一不同稅基與課徵意義區
分為三種空屋稅:(1)從量空屋稅:對單位面積課徵固定稅額;(2)從價空屋
稅:對單位面積價格課徵一定比賦稅;(3)超額收益空屋稅:對該地區單位面
積超額收益課徵一定比例賦稅. 本研究選定四種住宅市場類型(以八個
縣市為例)進行模擬.在假設條件下,當空屋稅額為0.1萬/坪,都會地區實施
空屋稅對市場價格變動的效果為從量稅為-11%,從價稅為-4%,超額收益稅
為+6%.三種租稅稅率特性均為邊際租稅效果逐漸遞減,對市場價格產生收
歛的現象.而不同的租稅特性如下:(1)從量空屋稅租稅租稅效果大,適於房
價高的都會地區,但會使城鄉房價差距擴大;(2)從價空屋稅最能反應地區
市場狀況;(3)超額收益空屋稅在超額收益為正的地區將使市場價格上漲.

Abstrsct Recently, the price of real estate
in Taiwan has been rising in a good pace, and the quantity of
vacacies also increases. But the vacancies remain out of house
supply in the market. Moreover, the number of householdsthat
they were waiting for the houses which the goverment build are
also rising. The housing market can not keep the housing demand
and supply inbalance, and result the price to be much higher
than household's affordability.So, this study would take
economic mathod to reduce the number of vacanciesof housing
market, and to draft the policies of vacancy-tax. The study
distinguish from owner's motive are "nature vacancy" and
"investment vacavcy" . The forward is accordance to consumpsion
demand whichthe latter to investment demaned. We assume that
only levy tax on investmintvacant housing to reduce market
price. Judging from the above idea, this study canstruct the
major model that depened on "supply and demaned balancedof
housing market" and "total household income identically
equating" . Two equations compose the short-term nolinear
simultameous model. In the empiricalcase study, we use the
cross-section data in 1991 of Taiwan area. The modeltake the
three-stage mathod to calibrate the parameters. The variable
of vacancy-tax of the model can be distinguished from three
vacancy-tax according to the fountainhead of tax. (1)vacancy-tax
in accordancewith quantity: to levy the fixed tax at one unit
area; (2)vacancy-tax in accordance with price: to levy vacancy-
tax fron the ratio of the price oneunit area; and (3)vacancy-tax
in accordance with exceed-profit: to levy vacancy-tax from the
ratio of the exceed profit of unit space. To simulate the
vacancy-tax policies and it's effections of the housing market
under the conditions of hypothesis, this study selects four
kinds of market scare (in cases of cintions eight counties) . If
the vacancy-tax isone thousand NT dollers per ping (one ping is
equal to 3.3058 m^2) in metropolis areas, and the effect of
vacancy-tax in accordance with quantitywill change the price at
-11% of housing market, and vacancy-tax in accordancewith price
at -4%, while vacancy-tax in accordance with exceed-profit at
+6%.Three kinds of vacancy-taxs' marginal effect are gradually
reduce, and resultin the market price convergence. The
characteristic of each vacancy-tax is:(1)vacancy-tax in
accordance with quantity has th largest influence, it is
suitable for metropolis areas with high price, but the price gap
are extendedbetween cities and counties. (2)vacancy-tax in
accordance with price is thebest method to require the market
situation, it is suitable for all kinds scales of housing
markets, and the price gap are promtoed to a smaller one.(3)
vacancy-tax in accordance with exceed-profit yields a rise in
the marketprice in the area which has postive exceed-profit.
