With the advancement of communicating technology, the degree of natural monopoly for the telecommunication industry has been diminished.For the purpose of establishing the telecom operation center of Asia-Pacific and joinning the World Trade Organization (W.T.O.), theR.O.C. government not only gradually opened up the domestic telecom market but also transformed D.G. T.(Directorate General of Telecommunication)into C.T.C.( Chunghwa Telecom Co., Ltd.) in order to improve efficiency and increase it''s competit- iveness.This thesis uses the DEA(Data Envelopment Analysis)and select the following variables as employees, fixed assets, access lines,operating result, mobilophone subscribers, operating costs, revenues, switches, lines and public telephones, in order to evaluate the management efficiency of the D.G.T. and compare its efficiency with other 33 telecom companies of the world as well. The main findings of this thesis are lisited as follows: 1.The overall efficiency of the D.G.T. is ranked the 12th among 34 companies. the D.G.T. performance is better than some European and American large telecom companies but much efforts still needed vis-a-vis the Hongkong and Singapore counterparts. 2.Partitioning the 34 companies into competitive & non competiti- ve groups; European , American & Asia-Pacific areas. we found that there are no differences on the efficiency aspects between them. 3.Omitting two top DMU, Hongkong and Singapore, the other 32 DMU''s management efficiency will be upgrade, when Hongkong and Singapore are on the reference set. otherwise, they will be downgrade. 4.Deviding the forty branch offices of D.G.T.into three operating area: the North, the Central & the South. their management efficiency is significantly different.
