為維護公共安全,減少災害造成的人員傷亡及財物損失,如何研擬出恰
當的科技產業廠房之初期防火,逃生避難設計,防災設備管理以之為防災設
計準則,為本研究之主題. 本研究試由科技產業廠房之危險性化學品,
潔淨室等特殊空間的使用等著手,進行分析,從中抽取災害及潛伏性災害因
子,以專家問卷評估其適宜性,期望能建立一較為完整,能因應科技產業廠
房之特殊性及複雜性的防火設計準則,以提供科技產業廠房於防火規畫設
計時建廠之參考. 本研究以新竹科學工業園區內之廠房為研究範圍,並
以科學園區管理局對園區內廠房之類型區分,為電腦及週邊設備產業,積體
電路產業,通訊產業,光電產業,精密機械產業及生物技術產業六項為研究
對象,分析其共通性及特殊性,以及其災害特性,以此探討防火規畫之設計
準則. 研究中蒐集國內外相關之防火與科技產業廠房之文獻,並彙整出
較完整之資料,經分析探討後,研擬出關於科技產業廠房之避難設計,防災
區劃設計,防災設備設置,防災管理維護及搶救動線設計之準則草案,以之
研擬出科技產業廠防防火規劃設計準則草案,並進行專家問卷來評估,修正
其研究成果,最後,以國內目前現有科技產業廠房之實例來佐證結果.
In order to maintain public safety, to decrease the damages to
property and injuries to people, there exists the need to
conduct a research study on the method of preliminary fire
prevention measures, designs of escape routes and disaster
protection as well as the management of disaster prevention
equipment for the factory buildings of the technology industry.
The purpose is to establish a standard of design for disaster
prevention. This is the topic of this research study.This
research study explores the issue of dangerous chemical items of
the factory buildings of technology industry. Analysis is
conducted and the elements of disaster and potential elements of
disaster. Questionnaire to experts is used to evaluate the
results of its suitability. The intention is to establish a
complete standard of disaster prevention which could incorporate
the specialty and complexity of factory buildings of technology
industry. This would serve as a reference for planning, design
and construction of factory building of technology industry.The
scope of this research study covers the factory buildings within
the Hsin-Chu Industrial Science Park. The study is divided into
different groups of factory buildings as categorized by the
Science Park Management. It is classified into 6 groups of
industries for the purpose of research: computer & its
peripherals industry, semi-conductor industry, communication
industry, optical industry, precision instrument industry and
bio-tech industries. Analysis of their common and unique areas
as well as the traits of its disasters are studied. This is to
establish a standard of factory building design for disaster
prevention.In research of the foreign and local articles on
disaster prevention and factory building of technology industry,
a complete set of information is organized and analyzed. Study
is conducted on the disaster prevention design of the factory
building of technology industry, design of disaster prevention
areas, installation of disaster equipment, management &
maintenance of disaster prevention and the draft of design for
emergency rescue line. These studies are conducted in order to
produce a draft for the design of a standard for the disaster
prevention of factory building for technology industry. Experts
evaluation is conducted through the form of a questionnaire to
revise the results of the study. Finally, actual factory
buildings in the technology industry is utilized to prove the
results of the study.
