Taiwan is currently introducing the Growth Management Mechanism in order to prevent its cities from inappropriate development. To find the best directions for city growth management, urban planners should have comprehensive informationpertaining to the advantage and disadvantage aspects of different city developmenttypes. It is the purpose of this paper to introduce efficiency as an index forevaluating these development types; "efficiency" is expected to help producing the right course of development. In this study, we set up a city efficiency evaluation model based on the DEA theory, toghter with previous researches ofcity development types, we conducted an evaluation of efficiency of the overallTaiwan area and a comparative analysis of the efficiency of different city types. The area of this study includes ninety cities whose population is over fifty thousands. Empirical evidence revealed that most cities【n Taiwan fell in the non-efficientlevel and only about one third reached the relatively efficient level in 1991 and 1995. Technical efficiency and scale efficiency reveal that some cities fell in thenon-efficient level because of its wrong size. Slackness analysis reveal that lack of output is the main reason for non-efficiency, the influence of input indexis more little. Sensitivity analysis reveal that closing of each local governmentand amount of citizen''s income have a great influence to efficiency. Analysis ofthe return to scale reveals that most cities are in the stage of Increasing Returnto Scale. Second, this study used multi variable analysis in combination with growthmanagement relative indicator to classify city. According to factor analysys,we get four factors, includes development strength of housing and business, levelof economics development, growth of population and function od industry, and quality of institution. Empirical evidence revealed that cities in Taiwan can be divided into fivetypes, includes ordinarily cities, growth cities, center cities, the city whoseinstitution had better quality, and Statellite cities of the metropolitan areaor local center cities. To comparative analysis and test of efficiency of different city types, theresult demonstrated different efficiency. It showed that higher rank or big sizecities have better efficiency level.
