在與電力相關的議題中，電源結構的適當配比一直是一個相當重要的問題
，電源結構的配比可分為兩方面來探討，一方面是裝置容量的結構配比，
另一方面則是發電量的結構配比。一般而言，政府為了促進能源多元化，
多會規劃出一適當的發電能源配比，而再根據此一發電能源配比，進一步
規劃出適當的裝置容量結構配比。在配合政府「促進能源種類多元化，建
立電源結構適當配比」之經濟發展議題下，本研究利用運轉模擬方法以混
合整數規劃方式建立機組生產規劃模式，其特點是依據系統負載歷時曲線
作為機組裝置容量與發電量轉換之依據，進而模擬機組的發電量。並依據
模式之特性以民國89、94年為目標年進行下列分析：1. 市場自由競爭下
發電能源結構配比之模擬。2. 配合發電能源配比政策所承擔之成本。3.
配合能源政策下，各機組調度之結果比較。4. 民營電廠加入對台電機組
發電之影響。5. 新增機組興建規劃之探討。6. 不同燃料發電成本之敏感
度分析。

This study take use of production simulation method and mix
integer programmingto build a "Plants' Production Planning
Model".Base on this model,this study take year 2001 and 2006 for
objective year and
Taiwan's electric power system for exemple then proceed listed
analysis:1.The energy structure of electric power production
under free market competition.2.The captial to bear in
coordinating with energy policy.3.In coordinating with energy
policy,the compare of production of plants.4.Disscussing about
new plants' establishment.5.The sensitivity analysis between
different fuels.
