The purpose of the research was to explore the perceptions of staffs concerning the attitudes that exist in Taiwan for public vocational training institutes about Total Quality Management. The information generated from this study will provide the administration with a reference when Total Quality Management is implemented. For that purpose, a through review of literature was collected, and analyzed and investigated to set up a frame work of research and questionnaire that was taken as survey instrument for this study. It was divided into three sections: (1) basic data, (2) attitudes toward the implementation of Total Quality Management and (3) the difficulties and problems of implementation of Total Quality Management. Considering the collected data, we analyzed the relationship among all variables through statistics'' methods. The supervisor(vice supervisor), department heads, trainer and staffs of 13 public vocational training institutes in Taiwan were investigated for this study. Six hundred and ninety-four of them were selected by using a proportional stratified sampling. A total of 586 responses were received, thus, a usable response rate of 84.44 percent was obtained. Data analysis for the study was done using the statistical software package for main frame computers. Statistical procedures were conducted on numerical data to calculate the frequency, standard deviations, t test, single-factor variance analysis for all questions.The main findings of this research are as follows:1.Generally speaking, the staffs of public vocational training institutes in Taiwan tended to agree to put Total Quality Management into effect.2. The staffs of public vocational training institutes believe that they had not difficulties in implementing Total Quality Management.3.The perceptions of staffs on their institutes concerning the attitudes didn''t differ significantly due to personal background. The heads'' and trainers'' viewpoint differed much from staffs'' in the difficulties of putting Total Quality Management into effect. The viewpoint of staffs at the age between 25 to 43 differed significantly from those older than 44. However, these staffs'' attitudes toward the difficulties of implementation Total Quality Management didn''t differ significantly due to gender, level of education and seniority.4.With regards to the background of institutes, the perceptions of staffs concerning the attitudes of implementing Total Quality Management and the opinion towards difficulties didn''t differ significantly due to different institutes with different property.5.To analyze the difficulties faced by the current institutes when implementing TQM, the main problems were as follows: (1) There were not suitable laws, regulations and system to match with, (2) The related administration staff could not match to rectify when a plan is implemented. (3) The staffs didn''t intend to raise their efficiency. (4) The chief didn''t emphasize their performance. (5) Colleagues cannot work together to solve problems. (6) There was bad communication in administrative affairs. (7) The official functions of administration didn''t be standardized.
