阿里山公路起自嘉義,經觸口進入山區至塔塔加鞍部銜接台 21 線
至南投縣水里,全長 95.5 公里。兼具觀光、經濟、運輸及國防等功能,
為連接本省嘉南地區與中部山區之重要道路。然沿線地質構造複雜,岩層
多變,岩性脆弱,再加上特殊地形條件及斷層構造穿插形成地質破碎帶,
且沿線又屬強震地帶,復因每年颱風豪雨季節帶來豐沛雨量,尤以民國
85 年 7 月 31 日 ~8 月 1 日之賀伯颱風帶來 1986.5mm 之累積雨量,
使公路沿線邊坡崩塌滑落災害頻傳, 全線道路中段危及運輸功能至鉅。
本研究選擇該公路 68K+850附近具漸進式破壞代表性之邊坡作為試驗邊坡
,實施各項測量及現地監測作業。室內部份則進行相關實驗及邊坡穩定性
分析等,俾期藉以探討其滑動破壞機制,尋求其滑動面深度、變形量、地
表下陷情形、土層凍融影響及邊坡安定係數等。經由滑動帶之土壤理化特
性試驗及現場監測結果顯示,試驗邊坡潛在深層滑動帶之深度應在該公路
下邊坡 BH-4 鑽孔地表下之 21~22m 處通過,此與 PC STABL5 之分析所
得之剪力破壞面結果相吻合, 其以殘餘強度參數輸入估算時其最低安全
係數由未加水位參數之 Fs=1.122 降至加入水位參數之 Fs=0.830,故據
此判定該試驗邊坡目前應處於臨界安定狀態,並具潛在不穩定性。 由潛
在滑動帶內發現有蛭石存在,故土壤微觀行為亦必須考量。 而在 -10 ℃
時凍融前後直剪試驗發現內摩擦角 ( 值有驟升情形,而凝聚力 c 值有減
低情形;在壓密試驗中得到其壓密係數 Cc、回脹指數 Cs 值有漸增趨勢
, 而孔隙比 e 則減低,但沈陷量△ h 卻增加,因該公路高海拔地區氣
候寒冷多變,具潛在發生土壤凍融作用因素,值得公路養護單位加以正視
。 本次研究亦引進全球衛星定位系統 (GPS) 與地理資訊系統 (GIS),將
兩大科技整合成一 GPS/GIS 之整體架構,並針對此次賀伯颱風進行模擬
分析, 進而初步劃分該公路之危險區域路段以供參考分析。除此之外並
依實際需求設計四大查詢次系統,進而以Visual Basic 程式語言整合研
發具視窗界面之該公路邊坡災害資料庫系統, 期能提供一具即時性和動
態性之資料架構,以供相關單位適時引用參考。據以作為未來該公路邊坡
穩定治理及防治災害工程規劃設計之參考。
The A-Li-Shan highway, a major highway connecting Cha-Nan
area with thecentral Taiwan mountains area, starting from Jia-
Yih goes through Chuh-Kou,Ta-Ta-Jia, the mountainous area, and
Tai-21 highway to Shei-Li, Nan-Tour. It(sa major highway having
functions of all sightseeing, economic, transportationand
national military defense.The geological structure along the
highway isfragile and complicated. The unique topography mixed
with geological faultsforms geological fracture zone.
Furthermore the mountai nous area along thehighway is in the
intensive earthquake area and typhoon brings heavy
rainfallevery year. In July 31-Aug 1 1996, the 1986.5 mm
precipitation brought bytyphoon Herd caused lots of slope
failures along the highway and the highwaywas therefore
completely shut off. This research focuses on measurming
andmonitoring the progressive failure of slope located at
68K+850 of the highway.The indoor experiments include soil
mechic properties and slope stabilityanalysis. It is expect
to find that the mechanics of slope failure, locatingthe
deformation depth of shearing zone, the settlements of ground
surface, theinfluence of freezing-and-thawing of soil, and
the safety factor of slopestability. As the soil physic-
chemical properties and monitoring on the siteshows, the d epth
of potential deep sliding zone should be 21~22m undergroundat
BH-4 on the downslope. That matches the results of the analysis
by use ofPC STABL 5 computer program. The safty factor drops
form 1.122 to 0.830 whenresidual soil strength and pore water
pressure parameter are used in thecomputer analysis.
Accordingly, the slope being monitored should be in
acritical and potentially unstable situation. The finding of
Vermiculite frompossible sliding zone that indicates soil
behavior should also be tske n intoconsideration. In -10 ℃
control of freezing-and-thawing test, we found thatinternal
friction angle (() rises sharply and cohesion (c) falls.
Inconsolidation test, Cc was obtained and Cs increases
gradually while voidratio (e) decreaces and settlements also
increases. Since the slope is locatedin high mountain area,
Freezing-and-thawing behavior of soil may happens atthe
interchange of early spring and late winter. The highway
maintainencedepartment should lay their emphasis on this
problem. The technologies of GPSand GIS are intergrated to a
database system to similate distribution of theareas damaged
by typhoon Herb and scale the dangerous zones in this highway.
Moreover, four subsystems are designed and Visual Basic
programming languageisused to integrate windows interface so
as to set up a database of slopelanddisaster areas. It is
expect to provide a real-time and dynamic database. Itis also
hoped that the estabilishment of the database system can
contribute tothe work of harzard mitigation.
