　　黨團制度的運作攸關一個民主國家政策決定的過程，因此本論文希望藉由英美日三國國會黨團制度的比較分析，以作為我國建立國會黨團制度之參酌。
　　本文共計五章二十一節
　　第一章序論。敘述本文的研究動機與研究目的，研究方法研究架構及研究限制，並對相關文獻加以探討。
　　第二章分述英美日三國國會黨團制度之沿革，並對其歷史發展做一簡單的結論。
　　第三章論述國會黨團制度的國會內特質，共分四節，就國會黨團組織極其特性，領導與黨鞭運作，黨團凝聚力，及國會內各黨團的互動，來探討英美晶三國的不同。
　　第四章則介紹國會黨團制度的國會外特質。共分五節，包括歷史文化，憲政架構，選舉制度，政黨制度及政黨權力結構等。
　　第五章為結論。

　　How the party organization in the congress act is an important turning point in the process of decision making in democratic countries.In this article, I tried to compare the party organization in the congress of three developed countries (include Britain, America and Japan). And hope I can find the best way how the party organization in the Legislative Yuan develop.
　　The article has five parts. Chapter one is the introduction which explans the motivation, goal, approach and limitation of research. Beside presenting literature retrospect and the introduction of theoretical structure.
　　Chapter two displays function and history of party organization in the congress.
　　Chapter three is comparison of inside model in Britain, America and Japan.
　　Chapter four is comparison of outside model in Britain, America and Japan.
　　The last chapter is conclution consisting of descovery and suggesion.
