Traditional manual operations always require repetitious data input, higher operational cost, etc. It often brings problems and ineffectiveness in site administrative process. EDI, which is a standard of data transmission, is believed to be able to bring the commercial world into electronic world, and provide a new idea of information sharing for project teams. This study expects to improve the productivity of some particular process, and to reduce time and cost consuming of data transmission, data storage and data processing. All the effort is to help the managers to administrate the whole process easier.EDM( Electronic Data Management), as originated by this paper, is a system that integrates EDI and some other system, for example, database or workgroup software, to enable data sharing among people who participated in the project. The adoptions of computer network and information technology integrate different parties involved in a project by accelerating data transmission and reducing frequency of data input.Billing is a typical process that involves many organizations, such as contractors, designers, and owners. Because the process of billing is a very complex, slow, onerous, and, the most important reason, routine paper work, it is greatly qualified for EDM application. This paper starts with the study in data transmission, storing, and processing of construction billing process. Thereafter, a reasonable procedure is specifically proposed for the construction project of NTU*s General Library. To build up a billing system that meets the standard of EDM, this paper uses Object-Oriented analysis (OMT)and IDEF0 process analysis methods. This system can be separated into three parts, system function, data structure, and interchange format. At the end, this study suggests a way to construct EDM systems for the owners.
