區域主義之蓬勃發展是後冷戰時代的一大特色,無論是已開發國家抑或開發中國家,亟
思藉由經濟整合以擴大內部市場、加速本國經濟成長,並刺激區域間之經
貿交流。拉丁美洲
的整合運動由來已久,八○年代末期國際局勢以及國內政治經濟環境之轉
變,為拉美地區的
經濟整合注入一股新的活力;特別是隨著歐洲聯盟及北美自由貿易協定之
快速發展,全球各
地之次區域經濟整合亦如火如荼地展開。
阿根廷、巴西、巴拉圭和烏拉圭四國於1991年3月26日共同簽署「亞
松森條約﹛A決定成
立南錐共同市場。南錐共同市場幅員廣達1,188萬平方公里,佔拉丁美洲
總面積之60%;人口
近二億,佔拉美總人口之44%;就經濟實力而言,1996年四國之國內生產
總額為9,432億美元
,僅次於北美自由貿易區和歐洲聯盟,屬當今第三大經貿集團。南錐共同
市場成立迄今不到
七年,成效卓然,目前已是一個不完全關稅同盟,且朝既定方向持續進行
整合之深化與廣化
的工作,惟未來能否真正落實共同市場的目標端視各國之共識與努力。
本論文共計六章,除第一章緒論外,第二章闡釋整合的定義與概念、
整合理論之起源與
演進、以及整合之部門與模式,以理論的若干主張作為研究一區域性經濟
整合之基本分析工
具。第三章自外在環境與內在環境二個面向剖析南錐共同市場形成之催化
因素,並綜合分析
四國籌組南錐共同市場之政治和經濟動機。第四章著重於靜態制度面之探
討,即南錐共同市
場之原則、基本制度、組織架構與功能。第五章則就動態之運作過程,評
析南錐共同市場自
過渡階段(1991--1994年)至今區域內之發展以及區域外連繫情形;首節區
域內之發展以南錐
共同市場之貿易暨投資分析和勞務流通為主,並進而探究過程中所衍生之
困難與挑戰;次節
則將面向擴大,以了解南錐共同市場之對外關係,其中包括與歐洲聯盟、
拉丁美洲其他國家
以及北美的關係。最後僅於第六章結論提出對南錐共同市場之扼要評估與研究心得。
The rise of regionalism is one of the characteristics of the post-cold war
ear. Both of developed countries and developing countries expect to enlarge
their domestic market, accelerate national economic growth and promote inter-
regional trade through economic integration. Having existed for quite some
time, Latin American integration has been revived due to the international
changes and the political and economic transformation of domestic environment
at the end of 1980''s. Meanwhile, subregional economic integration has been
expanding rapidly all over the world with the influence of the development of
the European Union(EU) and the North American Free Trade Agreement(NAFTA).
Argentina, Brazil, Paraguay and Uruguay signed the Asuncion Treaty on March
26 of 1991 and established the Southern Cone Common Market(MERCOSUR). The
total area of MERCOSUR encompasses 11.88 million Km2, nearly 60% of Latin
America. The population is about 200 million, which is equal to 44% of Latin
America''s total population. In 1996, the GDP of four member countries was US$
984.2 billion, which has put the market in the ranking of the third greatest
economic group (less than NAFTA and EU). Although MERCOSUR was formed less
than seven years ago, it has made a splendid achievement and has become an
uncompleted customs union. According to its mapped-out plans, it now continues
to work on the deeping and broading of integration. A truly common market in
the future is up to the consensus and efforts of member states.
There are six chapters in this thesis. Chapter 1 is the general introduc-
tion. Chapter 2 defines the concept of integratoin, and reviews the origin,
the evolution as well as the models of integration theory. Chapter 3 analyzes
the factors of MERCOSUR catalysts from two dimensions: the external and the
internal environment; the political and economic incentives for creating
MERCOSUR are also discussed. Chapter 4 focuses on the basic principles,
systems, institutions and functions of MERCOSUR. Chapter 5 looks at the
process of integration from the period of transition(1991-1994) until the
present, including internal operation and foreign relations of MERCOSUR, the
former investigates the trade, investment, circulation of services and
difficulties; and the later takes a look at MERCOSUR''s foreign relations with
the EU, NAFTA and other countries of Latin America. Chapter 6 concludes the
thesis with a brief evaluation of MERCOSUR and the author''s viewpoints.
