In the past few years, the Economic Growth Rate in Taiwan was decreasing gradually, and the increase of unemployment rate has become the major factor that most high education worry about. In order to solve this problems, it is necessary for our government to adjust its educational policy. Some profes- sionals Lucas, Stokey, and others strongly emphasized that education plays an important role in the economic growth. By means, in every country the govern- ment has to dedicate themselves for their people to achieve the highest education possible, in order to become skillful, qualify, productivity, profitable and effective.
Therefore, this research is based on Rebelo''s Cobb-Douglas Model to discuss the "Endogenous Growth Theory". By exchanging international students, high technology exerts, and international trading business, the human capital not only influences our economy growth, but also influences other countries''. Therefore, it is what we call "International Learning Spillover".
Practically, Johansen''s "Maximum Likelihood Method" is adapted by using the time series cointegration analysis. The long term relationship between different varieties in the models are discussed. There are seven countries are going to be analyzed in this research, such as Canada, French, Germany, Japan, South Korea, United Kingdom, and United States. One of the reason why they are chosen is because they have good relationships with our international trading business and international foreign student exchange. The time series model is given by weighing from trading volume between those seven countries, the time series model is created. As the result of this research shows that the economic growth is not only influenced by human capital from home country, nor from foreign countries.
