The developments of the relations between television and democracy has become iincreasingly important in the twenty century. The function of Televising Parliament would lead to a better understanding of issues and the political process of Parliament andto promote more conscious of the society to governments policy, even more this system is an important way to rule the majority party''s policy, and it is the most important way to monitor the parliament''s efficiency. As we know the Westminster is the Mother of Parliament, but the House of Commons took many years to agree to the idea that its proceedings should be televised until the House of Commons had found out a balance between Parliament''s tradition and reforms, then the House agreed in principle to the holding of an experiment in the public broadcasting of its proceedings by television, but at the same time, the House made some rule of coverage(guidelines as to the types of shot which might or might not to be used), pointing out the directors of programmers should have rgard to dignity of the House and its function as a working body rather than a plaf entertainment to keep the Parliament''s good image in people''s mind. This thesis presented in three part: First, the evolution and background of deregulation of televising British House of Commons, including theory of the paliamentary proceeding open to public and the debates over Televising House of Commons. Second, the organization and operations of Commons Television. Such as the structure, rules of coverage and deregulation to the designs of televising the proceedings of the Commons. Third, the function and impact of Televising Commons on British Parliamentary Politics. This part will discuse the impacts on parliamentary actors and the reinforcements of parliamentary function and the influences on British Parliamentary traditions. Finally the author will conclud the assessments and perspectives, the necessity and judgments of Televising Commons, the alteration of interaction between parliament and public, the reflections of Television Broadcasting to Parliamentary Politics. The Legislative Yuan in Taiwan did not open its message to public until the cable television become more popular, two years ago the Legislative Yuan plan to set a ''vedio information center'' to provide the cable television and the satellites in Taiwan just as the British''s Televising Proceeding system, but this idea did not get the public support. But this model runs well in the Commobs, maybe the experience of Televising British House of Commobs can provide another thinking to our media, public and politicians.
