本研究旨在歸納全面品質管理原則,並以嘉義市公、私立中小學為研
究對象,瞭解全面品質管理在嘉義市學校實施的可行性,以及學校目
前管理風格與全面品質管理符合的程度。
本研究首先以文獻探討,瞭解全面品質管理的相關概念與發展,並且
探討全面品質管理應用在教育上的情形,並據以建立本研究的問卷內容
;其次,以問卷調查法探究嘉義市公、私立中小學實施全面品質管理的
可行性,以及學校目前管理風格與全面品質管理符合的程度。
本研究從專家學者以及馬康包立茲獎對全面品質管理定義的原則中歸納、
建構出「嘉義市公、私立中小學實施全面品質管理可行性問卷」為研究
工具進行調查研究。對嘉義市內的31所學校進行調查研究,從這31所學
校中抽取530位學校教育人員作為研究樣本,回收347份,總回收率為
65.47%。以資料分析的方法包括:Cronbachα信度分析、因素分析、
項目分析、平均數、t考驗、單因子變異數分析。
本研究的研究結果發現如下:
(一) 全面品質管理原則歸納成八個層面:「領導與創造文化」、「訊
息以及分析、測量」、「策略性目標、計畫」、「人性資源發展與管理」
、「過程品質管理」、「顧客中心及滿意」、「標竿」以及「溝通與回
饋」。
(二) 嘉義市公、私立中小學教育人員對於學校實施全面品質管理可行
性看法屬中上程度。
(三) 嘉義市公、私立中小學教育人員對於「人性資源發展與管理」層
面的支持度最高,對「訊息以及分析、測量」層面支持度最低。
(四) 不同人口背景變項之嘉義市公、私立中小學教育人員對全面品質
管理實施於嘉義市可行性的看法無顯著差異。
(五) 不同學校性質與類別的教育人員在嘉義市學校實行全面品質管理
可行性整體看法無顯著差異。不同學校性質教育人員在各層面可行性看
法無顯著差異,不同學校類別之教育人員在「標竿」層面差異達顯著。
(六) 整體學校的管理風格與全面品質管理符合程度屬中等。
(七) 不同學校性質之學校管理風格與整體全面品質管理符合程度達顯
著差異,且公立高於私立。不同學校類別之學校管理風格與整體全面品
質管理符合程度未達顯著差異。不同學校性質之學校管理風格在「溝通
與回饋」層面達顯著差異,且公立高於私立學校;不同學校類別之學校
管理風格在「策略性目標、計畫」層面達顯著差異,且國中高於國小。
最後,本研究依據研究結果,對主管教育行政機關與學校各提出四點
具體建議,並對未來研究方向提出四點建議,以作為進一步實行以及研究
的參考。
The main purpose of this study is to conclude the principles
of total quality management(TQM), and investigate the feasibility
of TQM in the schools in Chia-Yi City in Taiwan.
First of all, literature review was made to understand the concepts
concerned and to realize the development of TQM and its application
in education, and then the questionnaire for the study was made.
Secondly, the feasibility of TQM in Chia-Yi municipal junior high,
elementary schools and private middle schools was examined by the
use of questionnaire survey.
In this study, a sample of 530 school staff was randomly drawn from
31 schools in the city. The survey instrument is entitled in"The
Feasibility of Implementing TQM in Private, Public and Junior High,
Elementary Schools in Chia-Yi City Questionnaire", which was
constructed from the deduction of principles proposed by the
quality gurus and the Malcolm Baldridge National Quality Award.
The data were analyzed by the methods of Cronbachαreliability
analysis, factor analysis, item analysis, mean, t-test and one way
ANOVA.
The main findings of this research are as follows:
1. The principles of TQM are : "Leadership and Creating Culture",
"Information Analysis and Measurement", "Strategic Goals and Plan"
, "Human Resources Development and Management", "Process Quality
Management", "Customer Focus and Satisfaction", "Benchmarking" and
"Communication and Feedback".
2. The perception of the school staff to the feasibility of TQM in
schools in the city is above average level.
3. The supporting level of "Human Resources Management and
Development" facet is the highest among the principles to the
school Staff. That of "Information Analysis and Measurement"
facet is the lowest one among eight of them.
4. There are no significant differences in the school staff''s
perception of the feasibility of TQM in terms of gender, age,
academics degree, seniority and duty.
5. There are no significant differences to the feasibility of TQM
as a whole in terms of school characteristics and types. There
is also no significant difference to the feasibility of every
facet of TQM in school characteristics. But there is a significant
difference to the feasibility of "benchmarking" facet in school
types.
6. The conformance of the management style of all schools as a
whole and TQM is about average level.
7. There is a significant difference to the conformance of the
school management style and TQM as a whole in different school
characteristics, and public schools are higher than private ones.
There is a significant difference to the conformance of the school
management style and "Communication and Feedback" facet in different
school characteristics, and public schools are higher than private
ones. There is no significant difference to the conformance of the
school management style and TQM as a whole in the schools.
According to the results of the study, four concrete suggestions
are finally proposed to the educational administration authority
at local levels and another four suggestions to the schools, then
four recommendations for further studies and implementation are
made..
