There is a total of 58 registered professional nurse positions
set in the health stations in both Taipei and Kaohsiung
Cities in Taiwan Area. Other health stations in Taiwan Area
are trying hard to add such positions into their
organizations. Although the role of public health nurses of
health stations has been studied completely in and out of the
country, the role of registered professional nurse has never
been studied. Without a definition of the position, though a
reality existed for 5-8 years, regist Delphi
technique was used in this study to search for substantial
role functions of registered professional nurse and rank them
according to their importance. There were three
questionnaires used, a consensus was reached among experts
questioned at the third questionnaire. The first one was sent
to 150 experts from the industry, government and academies.
Of the 99 completed all 3 questionnaires were 36
practitioners (36.36%), 34 officials (34.34%) and 29 scholars
(29.29%). A consensus among the experts The
experts thought the most important role and function of a
registered professional nurse in "service" includes the
following: (1) "the community health care provider who can
apply community health assessing method to discover the
needs and problems and make use of community resources to
render the needed services". (2) "the home health manager who
can apply home health assessing method to screen for high
risk cases and provide them with holistic nursing care in
accordance with case managing module". I The rank of the
importance of the role and function of a registered
professional nurse that was found in this study can provide
practitioners a coherent recognition to their own role
function. They can also adjust their performance in
accordance with the rank of priority to the environment and
resources available. The industry can use it to review and
modify the role and function that registered professional
