The Study of Chu''an-Neng Separation for Theoretical Construction and Institution DevelopmentDr. Sun Yat-sen, a scholar revolutionary, is one of the most conspicuous figures in modern Chinese history. His political doctrines continue to guide the Repulic of China on Taiwan. The programmatic commitment that distinguished the politic conceptions of Sun Yat-sen from those of any otherrevolutionary movement of the twentieth century was his explicit advocacyof pluralistic democracy for the community that would emerge from the revolution.For Dr.Sun Yat-sen , democracy was identified with the separation of powers that provided the checks and balances for a system of government in accordance with that conviction, Sun conceived all five branches of his proposed government by virtue of which the political power of a country is several partseach part having its own function and enjoying independence of the others. Moreover, Sun recommended that the two new branches of government be supplement by the provivion to citizenry of three instrumentality''s : thepopular powers of initiative , referendumm and recall.
