人類多居於河流兩岸平原地區以求農耕及用水之便利性。然而由於文
明進展,漸漸自農業鄉村型態轉變為工商都會之生活型態,逐漸形成高密
集都市,不僅增加洪峰流量,也縮短洪峰集流時間,因而減少了都會地區
之排水設施之功效,增加街道與社區氾濫淹水之機率,造成損失與不便。
例如大台北都會區就屢受淹水之苦。本文旨在建立街區-街道網淹水模
式(Block-Street network inundation model,簡稱 BSNI-model),暴雨
期間街道積水漫流現象視如排水路,應用明渠緩變量基本方程式以馬科麥
克顯式差分法 (Mac Cor-mack scheme)演算道路系統中各道路斷面之流量
歷線及水位歷線以模擬暴雨時街道、街區淹水之情況。各水路之匯流及分
流處,則以流量連續性及能量頭方程式,配合特性曲線法求解之。本文以
設計案例測試街區-街道淹水模式之模擬功能。由演算結果之比較與討論
顯示本模式具有良好的模擬能力,但仍應再進一步以實例進行模擬演算,
探討本模式之實用性。

People live in the plain beside rivers for it's
convenience anciently. However, as time goesby the
civilizasion which change from the agricultural style to the
industrial and commercial style progressed and germinated
high-dense cities.Because of it,the cataract peak is added and
the time of concent-ration is shortened therefor, the effect
of the drainage in a megalopolisreduced,the probabilities of
inundation in block-street increased and it makesloss and
inconvenient. For example, the Taipei city is often suffered by
inun-dation.The purpose of this paper is to build a block-street
network inundationmodel(BSNI-model).During the cataract,we can
view the phenomenon that the rainis storaged on streets and
becomes overflow as drainage and use the governmentequation in
open channel to solve the Mac Cormack scheme and get the
dischargeand depth of every section on the street to approximate
th real situation on the streets and blocks while the
cataractis came.We use the discharge continue, the equation of
energy head and accommodate the Character Mmethod to get
thesolution in the junctions. In this paper, we design several
different cases totest the simulated ability of the BSNI-model.
Compare and discuss the operationresult and we can see that
this model is good in simulation but it should be tested by the
real case advancedly to explore the practicability of this
model.
