To think of that quality management has become the visible trend in the management of construction industry, at first this study tries to comprehend the theories of business and quality management. After that, applying the method of questionnaire survey to collect the information of quality management and construction industry''s constitution that mainly comes from the study of business management. Then this study sets up the mechanism to provide construction industry with the reference that helps to examine the constitution to achieve the goal of raising quality level correctly and effectively while implementing quality management. The goal of this study is to make an original understanding to the theory of business management and to the characteristics of construction industry as the first step, and then to raise and get a further study about constitution from three aspects — management strategy、 organization behavior and business culture. In addition, we do the same to the development of quality management theory. After that, all those discussions become the contents of questionnaire survey. The second step, we use statistics to analyze and infer 53 questionnaires in reply written from the managers of construction industry. According to that, we can find out the information both of implement and recognition of construction industry''s constitution and its quality management. At last, we sum up the results that we mentioned above to raise the mechanisms of constitution and quality management. In addition, providing the suggestions about how to make use of it and some topics being worth discussing in the questionnaires. Key Words: Construction Industry、Constitution、Quality Management
