The sources of technology for Taiwaness SMEs had been from the
foreigness mostly. As the acceleration of SEMs and the challenge
of global competition,it is so difficulty for SMEs to
outsourcing the foreignal technology. Today,Taiwaness SMEs must
invest R&D in-house to acquire its own technology. But,asthe
technology tend too complexity and variety to commit huge R&D
expenditure,especially for Taiwaness SMEs, which lack of capital
and capability. Under thedilema of acquisition of technology,
the consortia might be the second best way for SMEs to acquire
required technology. Mean- while, government sponsoredR&D
projects which directed by public research institutions, such as
ITRI, provide the opportunity for SMEs to participate the so
called "R&D consortia",for the purpose of acquiring appropriate
technology. Whether do the firms want to participate the
industry-government consortia?It is an important decision for
firms. They must consider all the questions about the motives 、
the technological capabilities of ITRI. And the furthermore,
because the members of the consortia all from different
organizational culture. Different organizational strategic goal.
and different interested-group. So, thefinal performance of
cooperative R&D depend upon the interaction process mostly. This
is an more important managerial topics. This study want to
investigate the factors influencing the firm''s motives
interaction mechanism and the performance from the viewpoint of
the firms. About the empirical study, we select the firm''s which
participated the ITRI''s consortia. Through the deeply interview
and questionnaires, we want to study these managerial issues
based upon a few theoretical points. And, we want this study
might evoke the academy、the practionors、and the government,
all take it as a most important topics. So, this study should be
a better start-point, and list some useful suggestions for the
academy、business、and the technology policyfor the government.
