This study is to design and test an economically-balanced model of CATV community program development in the current cable television environment. The study adopts the system approach to construct the model of CATV community program firstly, and then a field experiment is conducted to test the feasibility of the model. In this field experiment, Hsinchu Science-based Industrial Park*s community programs, questionnaire survey is used to investigate the community program needs of community residents, furthermore, five program are conducted on the basis of community program needs. After five programs are televised, the study measures the performance of five programs by the focus group method. The model of CATV community program consists of four subsystems including social, content, technical and general, all integrated as the framework of program implementation. These five programs are produced as live programs, as a result, the well-prepared preproduction procedures are especially emphasized. Furthermore, "Jack-of-all- trades", "the support of community residents", and "simplifying program production" are used as the implementation principles of five programs, and program meetings focus on team cooperation, ideal brainstorming and formative evaluation of five programs implementation. Also, multi-channel instant information system and formatted file system help validate and cross-check the details of program implementation. After the modification of the model of CATV community program, the broadcast parts are modified as two routes: one is direct broadcasting after live program recorded in studio and the other is videotape recording broadcasting after editing.In the aspect of the evaluation of five programs, the study conducts the audience and production team focus groups to evaluate five programs. The audience rate the overall performance of the five programs as good. Five programs not only provide useful information but also facilitate community*s understanding and interaction. Production team confirm five programs* sufficient interaction among four subsystems. Also, five programs are accomplished by implementation principles including " Jack-of-all-trade", "the support of community residents", and "simplifying program production" under the limitation of time, budget and human resource. Besides, the adaptation of multi-channel communication system and formatted file system also shorten the production time and procedures.
