With the advances in electronics and the broad usage in wireless communication,an accompanied promising technology is revealing its importance. That is position location. The applications with position location are various, including personal safety, fleet management, accident reporting, navigational services, roadside assistance, cargo tracking, automated billing, fraud detection, and etc. In this thesis, we make a survey of existing position location algorithms at first. After making a comparison among these methods, a suitable one is chosen to apply in our system. Then we design each component of the system by describing its functions, designing related protocol features and message formats. At last, a simulated test is given to prove the correctness and practicability of the proposed system -- NGPLS.
