Because of the large amount of investment for the construction and operation of the mass transit system, the poor decision for the system selection will result in the great waste of the nation''s resource and reduce the allocative efficiency. From the selection results of the six urban rapid transit systems in Taiwan, we can find that the related experiences and knowledge are insufficient. Here and now, there are many national transportation projects are ongoing. The High Speed Rail (HSR) will be the most promising mass transit system for intercity transportation in Taiwan''s western corridor, and the CKS International Airport is the gateway for Taiwan to the Asia- Pacific Operation Center. Therefore, connecting these two systems is one of the critical issues for improving public transportation efficiency in Taiwan in the upcoming years. For these reasons, this study attempts to evaluate the best passenger transfer mode between the airport and HSR by applying the methods of Delphi-AHP, TOPSIS, SAW, sensitivity analysis, scenario analysis and deferred-investment. This proposed modified multiple criteria decision making method is a systematic and integrated approach and is verified by the case study of the CKS international airport and the HSR in Taiwan''s western corridor.This case study concludes that the busway mode is the most favorable and renders sustainable in a series of sensitivity analysis. The scenario analysis of the second stage indicates the corresponding impacts for the suggested mode when the external environment is changed. It is also found that the proposed methodology, which employs an innovative Delphi-AHP procedure, has high potential for reducing judgmental bias due to subjectivity and ensuring decision quality under uncertainty. This will propose better suggestions for decision making and help to derive the most suitable solutions.
